Michael Douglas portrays widowed Democratic president Andrew Shepherd who falls for environmental lobbyist Sydney Ellen Wade, played by Annette Bening. With re-election nearing, Sydney attempts to persuade the president to pass legislation committing his administration to reduce carbon dioxide emissions.
